In a large mixing bowl, combine the ground meat, 1/4 cup of the chopped green onions, coconut aminos, sesame oil, garlic powder, ginger powder, 1/3 cup broth, chili flakes, a pinch of salt, and freshly ground black pepper. Mix thoroughly until all ingredients are well combined.

Lightly coat a large non-stick pan with cooking oil and place over medium heat.

Using an ice cream scoop or a spoon, scoop the meat mixture into the prepared pan, forming 8-10 individual mounds. Flatten the tops slightly.

Carefully place one dumpling or wonton wrapper on top of each meat mound, pressing down gently to adhere.

Pour 1/4 cup of additional broth or water into the pan, around the dumplings, ensuring it doesn't completely submerge them. This will create steam for cooking.

Remove the lid. Drizzle chili oil over the cooked dumplings directly in the pan, then sprinkle with sesame seeds.

Using tongs, carefully transfer the cooked dumplings to a serving plate. Garnish with the remaining fresh chopped green onions.
