Preheat your air fryer to 400°F. If using an oven, preheat to 425°F and line a baking sheet with parchment paper.
In a medium bowl, toss the frozen mini potato halves with the olive oil, salt, and black pepper until evenly coated. Place them in a single layer in the air fryer basket (or on the prepared baking sheet if using an oven).
Air fry the potatoes for 8-10 minutes, shaking the basket halfway through, until they are golden brown and crispy. If using an oven, bake for 12-15 minutes, flipping halfway.
While the potatoes are cooking, prepare the cocktail wieners. For each wiener, make a lengthwise cut almost all the way through, creating a 'hinge' to open it up like a hot dog bun.
Once the potatoes are done, carefully remove them from the air fryer. Place one prepared cocktail wiener on top of each potato half, pressing it slightly into the potato to create a 'boat'.
Generously sprinkle about 1 tablespoon of shredded cheddar cheese over each potato-hot dog boat. Carefully return the assembled boats to the air fryer.
Air fry for an additional 1-2 minutes, or until the cheese is completely melted and bubbly. Serve immediately with ketchup and yellow mustard for dipping.
