Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper for easy cleanup.

Carefully cut each jalapeño in half lengthwise. Using a small spoon, scoop out the seeds and white membranes. For less heat, remove all membranes; for more heat, leave some intact. Be careful not to touch your eyes after handling jalapeños.

In a medium mixing bowl, combine the softened cream cheese, shredded cheddar cheese, garlic powder, onion powder, chili powder, salt, and black pepper. Mix thoroughly until all ingredients are well incorporated and the mixture is smooth.

Spoon or pipe the cheese mixture into each jalapeño half, filling it generously. You should have 24 filled jalapeño halves.

Cut each slice of bacon in half crosswise. Wrap one half-slice of bacon around each cheese-filled jalapeño. If desired, secure the bacon with a toothpick.

Arrange the wrapped jalapeño poppers on the prepared baking sheet, cheese-side up. Bake for 20 to 25 minutes, or until the bacon is crispy and golden brown, and the cheese is bubbly.
