In a mixing bowl, combine 2 tablespoons of instant coffee, 2 tablespoons of granulated sugar, and 2 tablespoons of hot water.
Using a hand mixer or a whisk, whip the mixture until it becomes thick and creamy, forming stiff peaks. This should take about 3 to 5 minutes.
Place 1 scoop of vanilla ice cream into each of the 4 serving cups.
