Combine the fresh cranberries, granulated sugar, and orange zest in a medium saucepan. Cook over medium heat, stirring occasionally, until the sugar dissolves and the cranberries begin to burst, about 5-7 minutes.

Remove the saucepan from the heat. Stir in the fresh orange juice and apple cider vinegar. Mash the cranberries gently with a fork or potato masher to release more juice.

Pour the cranberry mixture into a clean glass jar or heatproof container. Let it cool to room temperature, then cover and refrigerate for at least 2 hours, or preferably overnight, to allow the flavors to meld.

Once chilled, strain the shrub mixture through a fine-mesh sieve into a clean bowl, pressing on the solids to extract as much liquid as possible. Discard the solids.

To serve, fill four glasses with ice. Pour about 2-3 tablespoons of the cranberry orange shrub into each glass. Top with chilled sparkling water.

Garnish each mocktail with an orange slice and a few fresh cranberries. Serve immediately.
