Place the 1 pound strip steak strips in a bowl. Add 1/4 teaspoon baking soda, 1 tablespoon soy sauce, 1 teaspoon sesame oil, 1/4 teaspoon white pepper, and 1 tablespoon cornstarch to the beef. Heat a wok or large pan over high heat. Add a generous amount of avocado oil to the hot wok. Add the marinated beef to the wok, spreading it into a single layer. Sear the beef for 1 to 2 minutes per side until browned. Remove the seared beef from the wok and set it aside.

If needed, add a little more avocado oil to the same wok. Add the minced garlic and stir-fry for a few seconds until fragrant. Add the sliced onions and bell pepper to the wok. Stir-fry for 1 to 2 minutes until the vegetables are slightly softened but still retain some crispness.

Return the seared beef to the wok with the cooked vegetables. Pour the prepared sauce mixture over the beef and vegetables. Stir-fry for 1 to 2 minutes until the sauce thickens and evenly coats all the ingredients.

Serve immediately, ideally with rice.
