Preheat your oven to 375°F (190°C). Grease a 9x13 inch baking dish.

Cook the pasta according to package directions until al dente. If using fresh broccoli, add it to the boiling water during the last 3-4 minutes of pasta cooking. If using frozen broccoli, add it during the last 2 minutes. Drain both the pasta and broccoli well.

While the pasta cooks, prepare the cheese sauce. In a medium saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1 minute, stirring constantly, to form a roux.

Gradually whisk in the milk until smooth. Bring the sauce to a simmer, stirring constantly, until it thickens. This should take about 5-7 minutes.

Remove the saucepan from the heat. Stir in the shredded cheddar cheese and grated Parmesan cheese until melted and smooth. Season with salt, black pepper, and garlic powder.

Add the drained pasta and broccoli to the cheese sauce. Stir gently to coat everything evenly.

Pour the pasta and broccoli mixture into the prepared baking dish.

In a small bowl, combine the breadcrumbs and melted butter (if using). Sprinkle this mixture evenly over the top of the pasta bake.
Bake for 20-25 minutes, or until the sauce is bubbly and the topping is golden brown.

Let the pasta bake rest for 5 minutes before serving.
