In a large bowl, combine the all-purpose flour, sugar, salt, and turmeric. Mix these dry ingredients thoroughly.

Add the cold, cubed butter to the dry mixture. Use your hands or a pastry blender to mix the butter into the flour until the mixture resembles coarse crumbs.

Gradually add the cold water, mixing until a dough forms.

Uncover the pan and stir in the breadcrumbs and butter.

Cook, stirring occasionally, until most of the liquid has evaporated and the beef filling has thickened considerably. This may take 5-7 minutes.

Remove the filling from the heat and let it cool completely before assembling the patties. This will take at least 15 minutes.

Preheat your oven to 375°F.

On a lightly floured surface, roll out the chilled dough to about 1/8 inch thickness.

Use a round cutter (approximately 5-6 inches in diameter, or desired size) to cut out dough circles.

Place a spoonful of the cooled beef filling onto one half of each dough circle.

Lightly brush the edges of the dough circles with water.

Fold the empty half of the dough over the filling to create a half-moon shape.

Crimp the edges of each patty with a fork to ensure they are well-sealed.
