Thinly slice the 1 pound of beef (flank steak) against the grain. Place the sliced beef in a bowl. Add 1 tablespoon of cornstarch, 1 tablespoon of soy sauce, and 1 tablespoon of oil. Mix thoroughly to coat the beef and let it marinate for at least 15 minutes.

In a separate bowl, combine 1/2 cup of beef broth, 1/4 cup of soy sauce, 1 tablespoon of brown sugar, 1 teaspoon of white pepper powder, 1 tablespoon of cornstarch, and 1 teaspoon of sesame oil. Whisk all ingredients together until the mixture is smooth and set aside.

Slice the green, red, and yellow bell peppers into strips. Slice the onion. Mince the garlic cloves and the piece of ginger.

Heat a large skillet or wok over high heat. Add a splash of cooking oil. Once hot, add the marinated beef in a single layer. Cook for 2-3 minutes until the beef is browned, stirring occasionally. If necessary, cook the beef in batches to avoid overcrowding the pan, which can steam the meat instead of browning it. Remove the cooked beef from the pan and set it aside.

Add a little more oil to the same pan if needed. Add the sliced onions and bell peppers. Stir-fry for 3-5 minutes until the vegetables are tender-crisp. Add the minced garlic and ginger to the pan and stir-fry for another minute until fragrant.

Return the cooked beef to the pan with the sautéed vegetables. Give the prepared sauce mixture a quick whisk again (as the cornstarch may have settled at the bottom). Pour the sauce over the beef and vegetables in the pan. Stir continuously for about 1-2 minutes until the sauce thickens and evenly coats all the ingredients.

Serve the Chinese Pepper Steak immediately over a bed of steamed rice.
