Heat 1 tablespoon of oil in a large pan or wok over medium-high heat.

Add the chopped onion to the pan and sauté until it becomes translucent, about 2-3 minutes.

Add the minced garlic and sauté for another minute until fragrant.

Add the sliced mushrooms, diced carrots, chopped green beans, and diced bell peppers to the pan. Sauté the vegetables for 3-4 minutes until they are slightly tender-crisp.

Push the vegetables to one side of the pan. Add the soy sauce, dark soy sauce, chili garlic sauce, and sugar to the empty side of the pan. Stir the sauces together briefly, then mix them thoroughly with the sautéed vegetables.

Add the cooked rice to the pan. Break up any clumps and mix thoroughly with the vegetables and sauce until all ingredients are well combined and the rice is heated through.

Stir in the fresh basil leaves and chopped spring onion. Cook for an additional minute until the basil is wilted.
