Pour the 2 cups of heavy whipping cream into a large glass mixing bowl.

Using an electric hand mixer, whip the heavy whipping cream until it becomes thick and holds soft peaks, but avoid over-whipping to a stiff consistency.

Add the 14-ounce can of sweetened condensed milk to the whipped cream in the bowl.

Add the 1/4 cup of cocoa powder to the mixture.

Add the 3/4 cup of melted chocolate chips to the mixture.

Continue to blend all the ingredients together with the electric hand mixer until they are thoroughly combined and form a smooth, thick chocolate cream. Scrape down the sides of the bowl as needed to ensure everything is incorporated.

Add 1 cup of the crushed Reese's Peanut Butter Cups to the chocolate cream mixture.

Using a spatula, gently fold the crushed Reese's Peanut Butter Cups into the chocolate cream mixture until they are evenly distributed.

Pour the entire chocolate mixture into a separate, clean glass bowl or an airtight freezer-safe container.

Sprinkle the remaining 1/2 cup of crushed Reese's Peanut Butter Cups on top of the mixture in the bowl.

Place the bowl into the freezer for a minimum of 6 hours, or preferably overnight, to allow the dessert to set completely.

Once frozen and set, scoop and serve the no-bake chocolate candy bar dessert.
