In a large bowl, combine the chicken drumsticks, sliced garlic, ginger slices, and sliced spring onion.

Add the light soy sauce, oyster sauce, dark soy sauce, and sesame oil to the chicken mixture.

Season generously with ground white pepper.

Mix all ingredients thoroughly until the chicken is well coated.

Sprinkle the corn starch over the chicken mixture and mix again until evenly distributed. Let the chicken marinate for at least 30 minutes at room temperature.

Place the cut carrot and potatoes into the pot of your rice cooker, spreading them evenly at the bottom.

Arrange the marinated chicken drumsticks on top of the vegetables in the rice cooker pot.

Pour any remaining marinade from the bowl over the chicken and vegetables in the rice cooker.

Add 1/4 cup of water to the rice cooker pot.

Close the rice cooker lid and select the "White Rice" function. Allow the rice cooker to complete its cooking cycle.

Once the cooking cycle is complete, carefully open the rice cooker. Garnish with additional fresh spring onion, if desired, and serve immediately.
