Grease and line a 6-inch round cake pan with parchment paper.

In a large mixing bowl, combine the all-purpose flour, powdered sugar, baking powder, and baking soda. Sieve these dry ingredients together into another bowl to ensure they are well combined and lump-free.

To the sieved dry ingredients, add the room temperature milk, oil, vanilla essence, and vinegar.

Mix the ingredients with a whisk or spatula until just combined. Be careful not to overmix the batter, as this can result in a dense cake.

In a separate small bowl, combine the 1/2 cup of tutti frutti with 1 tablespoon of all-purpose flour. Mix well to coat the tutti frutti thoroughly. This step helps prevent the tutti frutti from sinking to the bottom of the cake during cooking.

Gently fold the floured tutti frutti into the cake batter until evenly distributed.

Pour the prepared cake batter into the greased and lined 6-inch cake pan.

Garnish the top of the cake batter with some additional tutti frutti, as desired.

To cook using the no-oven method: Place the cake pan inside a heavy-bottomed pot or wok. Ensure the pot/wok is preheated for about 5-10 minutes over medium heat before placing the cake pan inside. Cover the pot/wok tightly and cook on low heat for 35-40 minutes. Alternatively, if using an oven: Preheat your oven to 350°F (180°C). Bake the cake for 30-35 minutes.

The cake is ready when a skewer or toothpick inserted into the center comes out clean.

Remove the cake from the heat source (pot or oven) and let it cool in the pan for 10-15 minutes before inverting it onto a wire rack. Allow the cake to cool down completely on the wire rack before slicing and serving. This can take up to 45-60 minutes.
