Place the thinly sliced rump beef in a bowl.

Add the dark soy sauce, Shao Xing wine, sesame oil, chicken powder, sugar, baking soda, pepper, and potato starch to the beef.

Mix thoroughly until the beef is evenly coated with the marinade.

Add 1 tablespoon of cooking oil to the marinated beef and mix again.

Set the beef aside to marinate for 30 minutes.

Heat 2 cups of cooking oil in a wok over high heat until it is very hot.

Carefully add the marinated beef to the hot oil. Quickly separate the slices as they cook to prevent them from sticking together.

Fry the beef for 2 to 3 minutes, or until the outside is lightly charred but the center is still only partially cooked. Avoid overcooking, as it will finish cooking during the final stir-fry.

Drain the velveted beef thoroughly through a sieve to remove excess oil. Set aside for use in your favorite beef dishes.
