In a large bowl, combine the 1/2 cup boiling water, 2 (0.25 oz) packages of unflavored gelatin, and 1/4 cup granulated sugar. Whisk thoroughly until the gelatin and sugar are completely dissolved.

Add the 1 cup cold espresso, 1/2 cup vodka, 1/4 cup coffee liqueur, and 1/4 cup chocolate liqueur to the bowl. Whisk all the ingredients together until well combined.

Arrange several small shot glasses or serving cups on a tray. Carefully pour the jello shot mixture into each shot glass, filling them almost to the top.

Place the tray of filled shot glasses into the refrigerator. Chill until the jello shots are completely firm, which typically takes several hours or overnight (at least 4 hours).

Once firm, garnish the espresso martini jello shots. This can include placing a chocolate-covered espresso bean on top, drizzling with chocolate syrup, and dusting with cocoa powder.
