Preheat your oven to 400°F. Line a baking sheet with parchment paper.
Wash and core the red bell peppers, then cut them into 1-inch strips. In a medium bowl, toss the pepper strips with 1 tablespoon of olive oil, 1/4 teaspoon of salt, and 1/4 teaspoon of black pepper. Spread them in a single layer on the prepared baking sheet.
Roast the red peppers for 20 to 25 minutes, or until they are tender and slightly charred. Remove from the oven and let them cool slightly.
While the peppers are roasting, prepare the whipped feta. In a food processor, combine the crumbled feta cheese, softened cream cheese, 2 tablespoons of olive oil, lemon juice, minced garlic, 1/4 teaspoon of salt, and 1/4 teaspoon of black pepper.
Process the mixture until it is completely smooth and creamy, scraping down the sides of the bowl as needed. This may take 2-3 minutes. Taste and adjust seasoning if necessary.
To serve, spread the whipped feta onto a shallow serving dish or plate. Arrange the roasted red pepper strips over the top of the feta. Drizzle with the remaining 1 tablespoon of olive oil. Garnish with chopped fresh parsley or basil and red pepper flakes, if desired.
