Lightly grease a 9x13 inch pan. This will help with easy removal of the jello later.

To prepare the blue layer, combine 3 boxes of blue jello, 1 envelope of unflavored gelatin, and 3 cups of boiling water in a large bowl. Whisk or blend until the gelatin is completely dissolved. If desired, add edible glitter, though it's often omitted for best results.

Carefully pour the blue jello mixture into the prepared 9x13 inch pan. Transfer to the refrigerator and allow it to set completely, which will take approximately 1 hour for the first layer.

While the blue layer is setting, prepare the red layer. In a separate bowl, combine 4 boxes of red jello, 1 envelope (or 1 tablespoon) of unflavored gelatin, and 4 cups of boiling water. Whisk or blend until the gelatin is fully dissolved. Set aside at room temperature, or keep warm in a sink of warm water to prevent it from setting prematurely.

Once the blue jello is set, carefully cut it into 1-inch wide strips using a sharp knife. Gently remove every other strip, leaving blank spaces between the remaining blue stripes. Reserve the removed blue strips for another use or discard.

Pour approximately 3 tablespoons of the prepared red jello mixture into each of the blank spaces between the blue strips. Return the pan to the refrigerator and allow these red sections to set, which should take about 15-20 minutes.

To prepare the white layer, pour 1/2 cup of cold water into a medium bowl. Sprinkle 2 envelopes (or 2 tablespoons) of unflavored gelatin over the cold water and let it sit for 2 minutes to bloom.

Add 1 1/2 cups of boiling water to the bloomed gelatin mixture and stir continuously until the gelatin is completely dissolved. Stir in the can of sweetened condensed milk and the optional 1 teaspoon of clear vanilla extract until the mixture is uniform and well combined. Keep warm as described in Step 4.

Once the red strips in the blue layer are set, carefully pour approximately 3 tablespoons of the white jello mixture over each of these red sections. Return the pan to the refrigerator and allow this white layer to set, about 15-20 minutes.

Pour 1 1/4 cups of the remaining red jello mixture evenly over the entire surface of the jello in the pan. Place the pan back into the refrigerator and allow this layer to set, about 15-20 minutes.

Pour 1 1/4 cups of the remaining white jello mixture evenly over the set red layer. Return the pan to the refrigerator and allow this layer to set, about 15-20 minutes.

Continue alternating layers of 1 1/4 cups red jello and 1 1/4 cups white jello, allowing each layer to set for 15-20 minutes in the refrigerator before adding the next, until all the red and white mixtures are used.

Once all layers are complete, allow the entire jello creation to set for a few hours, or preferably overnight, in the refrigerator to ensure all layers are firm and well-bonded.

To serve, cut the set jello into long strips lengthwise. Then, cut across these strips at each blue section to create individual flag-shaped jello pieces.
