In a large bowl, combine the ground beef (or pork/chicken), grated garlic, thinly sliced scallions, grated ginger, 3 tablespoons soy sauce, toasted sesame oil, chili crisp, rice vinegar, white pepper, and chicken broth or water. Mix thoroughly until all ingredients are well combined. This is your meat filling.

Prepare a 9x13 inch baking dish. Pour about 1/4 cup of water into a small bowl for dipping the wonton wrappers. Lay out your wonton wrappers.

Spread a thin layer of the meat filling on the bottom of the baking dish. Dip a wonton wrapper into the bowl of water, ensuring it's lightly moistened but not soggy. Place the moistened wrapper over the meat filling, overlapping slightly if necessary to cover the surface. Repeat with another layer of meat filling, then another layer of moistened wonton wrappers. Continue layering until you've used all the meat filling, ending with a layer of wonton wrappers on top. You should have 4-5 layers of meat and wrappers.

Cover the baking dish tightly with aluminum foil. Place the dish into a preheated oven and bake for 25-30 minutes, or until the meat is cooked through and the wrappers are tender.

Carefully remove the foil. Spoon a little bit of chili oil over the top of the cooked lasagna. Drizzle generously with soy sauce, then sprinkle with sliced green onions.

Serve immediately by scooping portions into bowls. Enjoy your Dumpling Lasagna!
