Place the chicken thighs into a mixing bowl.

Chop the white parts of the scallions and slice the ginger. Add these to the chicken in the bowl.

Add the Shaoxing wine, salt, and white pepper to the chicken and aromatics. Mix all ingredients thoroughly to ensure the chicken is well coated.

Let the chicken marinate for 15 minutes.

While the chicken is marinating, prepare your steamer. Fill a pot with water and bring it to a boil. Transfer the marinated chicken to a heatproof dish that fits inside your steamer.

Once the water is boiling, carefully place the dish with the chicken into the steamer. Cover and steam for 15 minutes, or until the chicken is cooked through.

While the chicken is steaming, prepare the scallion sauce. Chop the reserved green parts of the scallions and place them in a small, heatproof bowl.

To the chopped green scallions, add the sesame oil, soy sauce, and sugar.

Heat the 2 tablespoons of oil in a small pan over high heat until it is smoking hot.

Carefully pour the hot oil over the scallion mixture in the bowl. It will sizzle vigorously. Mix the sauce well to combine.

Once the chicken is steamed, remove it from the steamer. Pour the prepared scallion ginger sauce evenly over the hot steamed chicken.

Serve immediately, ideally with steamed rice.
