Preheat oven to 400°F (200°C). Line a large baking sheet with parchment paper.

Place the frozen broccoli florets on one side of the prepared baking sheet. Place the steaks on the other side. Season both the broccoli and steaks generously with salt and black pepper.

Bake the broccoli and steaks in the preheated oven for 25 minutes.

While the steak and broccoli are baking, bring a large pot of salted water to a rolling boil. Add the cavatappi pasta and cook according to package directions until al dente. Drain well and set aside.

Using a box grater, grate all of the mozzarella, sharp white cheddar, swiss, and pepper jack cheeses. Set aside.

In a large pot or deep pan over medium heat, melt 3 tablespoons of butter. Add the heavy whipping cream, 1/2 teaspoon salt, 1/4 teaspoon black pepper, garlic powder, and 1/2 teaspoon dried oregano. Bring the mixture to a gentle simmer for 1 minute, stirring occasionally.

Reduce heat to low. Add approximately half of the grated cheese to the simmering cream mixture. Stir continuously until the cheese is completely melted and the sauce has thickened. Remove from heat.

Add the cooked and drained cavatappi pasta to the cheese sauce. Stir thoroughly until all the pasta is well coated.

Transfer half of the macaroni and cheese into a glass baking dish (such as a pie dish). Top with the remaining grated cheese and sprinkle with the remaining 1/2 teaspoon of dried oregano.

Bake the macaroni and cheese in the 400°F (200°C) oven for 5-10 minutes, or until bubbly and golden brown on top.

While the mac and cheese finishes baking, heat a separate frying pan over medium-high heat. Add the baked steaks to the hot pan. Sear each side for about 2 minutes to create a crust. Add 1 tablespoon of butter to the pan and baste the steaks with the melted butter using a spoon.

Remove steaks from the pan and let them rest on a cutting board for a few minutes before slicing.

To serve, scoop a portion of the baked macaroni and cheese onto each plate. Add a portion of the roasted broccoli. Slice the rested steaks and place them alongside the mac and cheese and broccoli. Drizzle the sliced steak with green sauce.
