Heat 2 tablespoons of olive oil in a large Dutch oven or pot over medium-high heat.

Sear the beef in batches until browned on all sides. Remove the beef from the pot and set aside.

Add the chopped onion to the pot and cook until softened, about 3 to 5 minutes. Add the chopped celery and carrots, and cook for another 5 to 7 minutes until slightly tender. Stir in the minced garlic and cook for 1 minute until fragrant.

Stir in 6 ounces of tomato paste and cook for 2 minutes, stirring constantly. Pour in 1 1/2 cups of red wine and scrape the bottom of the pot to loosen any browned bits. Bring to a simmer and cook for 5 minutes to allow the alcohol to cook off.

Return the seared beef to the pot. Add 4 cups of beef broth, 1 tablespoon of dried thyme, 2 bay leaves, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Stir to combine.

Bring the stew to a boil, then reduce the heat to low, cover, and simmer for 1 1/2 to 2 hours, or until the beef is tender.

Add 1 pound of halved baby red potatoes to the stew. Continue to simmer, covered, for another 20 to 30 minutes, or until the potatoes are fork-tender.

Stir in 1 cup of frozen peas and cook for 5 minutes, or until heated through.

Remove the bay leaves before serving. Serve the Housewarming Beef Stew hot.
