Heat the vegetable oil in a large pan or pot over medium heat.

Add the jasmine rice to the hot oil. Stir continuously, ensuring the rice does not stick to the bottom of the pan, until it turns a beautiful golden brown color. This step is crucial for flavor and texture.

Once the rice is golden brown, carefully pour in the water. Stir well to combine the rice and water.

Add the packet of Sazon con culantro y achiote, tomato bouillon, and chicken bouillon to the rice and water mixture. Stir thoroughly to ensure all the seasonings are fully incorporated.

Add the whole serrano pepper to the pot. This will infuse a subtle flavor without adding significant heat.

Bring the mixture to a boil. Once it starts bubbling vigorously, immediately cover the pan with a tight-fitting lid and reduce the heat to the lowest possible setting.

Allow the rice to cook undisturbed for 20 minutes. It is very important NOT to open the lid during this time, as it releases the steam necessary for fluffy rice.

After 20 minutes, turn off the heat. The rice is now cooked and should be perfectly fluffy. Fluff with a fork before serving.
