In a mixing bowl, combine the 200g flour and 100g water. Mix with chopsticks or a fork until the ingredients form a shaggy dough.

Transfer the dough to a clean surface and knead by hand for 5-7 minutes until it becomes smooth and elastic.

Cover the dough with plastic wrap and let it rest at room temperature for 30 minutes. This allows the gluten to relax, making the dough easier to work with.

While the dough rests, prepare the filling. In a large bowl, combine the minced pork, chopped cabbage, chopped carrot, chopped scallions, and grated ginger.

Add the 1 tablespoon of soy sauce, 1 tablespoon of sesame oil, 1/2 teaspoon of salt, and 1/2 teaspoon of white pepper to the filling mixture. Mix all ingredients thoroughly until well combined.

Once the dough has rested, unwrap it and roll it into a long log, about 2-3 cm in diameter. Cut the dough log into small, equal-sized pieces, approximately 15-20 pieces depending on desired dumpling size.

Lightly dust one dough piece with flour. Place the floured dough piece into a dumpling press tool. Press down on the tool to flatten the dough into a round dumpling wrapper.

Place a spoonful (about 1-2 teaspoons) of the prepared filling in the center of the flattened wrapper. Fold the dumpling using the press tool to seal it, creating a crimped edge. Repeat this process for the remaining dough and filling.

Bring a large pot of water to a rolling boil. Carefully add the formed dumplings to the boiling water, making sure not to overcrowd the pot. Cook in batches if necessary.

Gently stir the dumplings to prevent them from sticking to the bottom of the pot or to each other. Cook the dumplings for 5-7 minutes, or until they float to the surface and are cooked through.

While the dumplings are cooking, prepare the dipping sauce. In a small heatproof bowl, combine the minced garlic, chopped scallions, chili flakes, and sesame seeds.

Heat the 2 tablespoons of vegetable oil in a small saucepan until it is very hot (just smoking). Carefully pour the hot oil over the mixture in the bowl, creating a sizzling effect.

Add the 2 tablespoons of soy sauce and 1 tablespoon of rice vinegar to the sauce mixture. Stir well to combine all ingredients.

Remove the cooked dumplings from the pot using a slotted spoon. Serve the hot dumplings immediately with the freshly prepared dipping sauce.
