In a bowl, combine the thinly sliced beef sirloin, soy sauce, vinegar, crushed garlic, sugar, black pepper, and MSG.

Mix all the ingredients well until evenly combined. Cover the bowl with plastic wrap and marinate in the refrigerator overnight (at least 8 hours).

The next day, transfer the marinated beef tapa mixture into a pressure cooker. Pressure cook the beef tapa for 15 minutes.

After pressure cooking, transfer the beef tapa to a pan. Add 1 tablespoon of oil to the pan with the beef tapa. Cook the beef tapa over medium heat until the sauce reduces and the beef caramelizes and dries out.

While the tapa is cooking, rinse 1 cup of rice thoroughly. In a rice cooker, combine the rinsed rice with 2 cups of water and cook until done.

Once the rice is cooked, transfer it to a separate pan. Add 3 tablespoons of minced garlic and 1 tablespoon of oil to the pan. Stir-fry the rice and garlic until the garlic is fragrant and slightly golden, and the rice is evenly coated.

Heat 2 tablespoons of oil in a frying pan over medium heat. Crack 2 eggs into the hot oil. Fry the eggs sunny-side up until the whites are set and the yolks are still runny, or to your preferred doneness.

Serve the cooked beef tapa with the garlic rice and fried eggs. Garnish with chopped green onions.
