Preheat your oven to 375°F. Lightly grease a 9x13 inch baking dish.

Cook the elbow macaroni according to package directions until al dente. Drain well and set aside.

In a large skillet or Dutch oven, brown the ground beef over medium-high heat, breaking it up with a spoon. Drain off any excess grease.

Add the chopped onion and green bell pepper to the skillet with the beef. Cook until softened, about 5-7 minutes.

Stir in the minced garlic and cook for another minute until fragrant.

Pour in the diced tomatoes (undrained), tomato sauce, beef broth, Worcestershire sauce, oregano, basil, salt, and black pepper. Bring the mixture to a simmer, then reduce heat to low and let it cook for 10 minutes, allowing the flavors to meld.

Stir the cooked macaroni into the beef and tomato mixture. Add 1 1/2 cups of the shredded cheddar cheese and stir until well combined and the cheese is melted.

Transfer the macaroni and beef mixture to the prepared baking dish. Sprinkle the remaining 1/2 cup of shredded cheddar cheese evenly over the top.

Bake in the preheated oven for 20-25 minutes, or until the casserole is bubbly and the cheese on top is melted and lightly golden.

Remove from oven and let stand for 5 minutes before serving.
