Prepare the vegetables for the filling: finely chop the onion, and grate the carrot and garlic.

In a large bowl, combine the ground meat, salt, finely chopped onion, grated carrot, grated garlic, egg, 1 teaspoon of potato starch, and a splash of soy sauce. Mix well with your hands until the mixture becomes sticky and cohesive, similar to a hamburger patty mixture.

Prepare the green peppers: cut each green pepper in half lengthwise and carefully remove the seeds and white membranes.

Lightly dust the inside surface of each green pepper half with 1 teaspoon of potato starch. This helps the meat adhere to the pepper during cooking.

Evenly fill each pepper half with the prepared meat mixture, pressing it gently to ensure it's compact.

Heat a little oil in a large frying pan over medium heat. Once hot, carefully place the stuffed peppers into the pan, meat-side down.

Cover the frying pan and steam-fry the peppers for about 5 minutes, or until the meat is mostly cooked through and browned.

While the peppers are cooking, prepare the sauce: in a small bowl, whisk together the soy sauce, mirin, sake, sugar, Worcestershire sauce, water, and 1 teaspoon of potato starch until well combined.

Pour the prepared sauce into the frying pan with the peppers. Flip the peppers over so the pepper side is down, and continue to cook, uncovered, until the sauce thickens and evenly coats the peppers.

Serve the Stuffed Green Peppers hot, ideally with steamed rice.
