Bring a large pot of salted water to a rolling boil. Carefully add the lobster tails and cook for 5 to 7 minutes, or until they turn bright red and the meat is opaque.

Remove the lobster tails from the pot and let them cool slightly. Once cool enough to handle, remove the meat from the shells and chop it into bite-sized pieces. Set aside.

In a large skillet or Dutch oven, heat the olive oil and 1 tablespoon of butter over medium heat. Add the finely diced shallot and cook for 2 minutes, until softened. Stir in the minced garlic and cook for another 30 seconds, until fragrant.

Add the orzo to the skillet and cook for 2 minutes, stirring frequently, allowing it to lightly toast.

Pour in the chicken broth (or seafood stock). Bring the mixture to a boil, then reduce the heat to a simmer. Cook for 10 to 15 minutes, stirring occasionally, until the orzo is tender and most of the liquid has been absorbed, similar to risotto.

Stir in the remaining 2 tablespoons of butter, Parmesan cheese, heavy cream, and the juice of 1 lemon. Mix until well combined and the sauce is creamy.

Season the orzo with salt and black pepper to taste. If desired, stir in the Calabrian chili peppers for a touch of heat.

Gently fold in the chopped lobster meat. Cook for just 1 minute more to warm through. Garnish with fresh chopped parsley before serving.
