Place the chicken thighs in a heatproof dish suitable for steaming. Add the red dates and goji berries around the chicken. Place a small, heatproof bowl in the center of the dish to collect the chicken essence during steaming. Steam the chicken for 20 minutes, or until it is cooked through and the juices run clear.

Once steamed, carefully remove the chicken from the steamer. Let it rest for a few minutes, then shred the chicken meat from the bones (if using bone-in thighs) and set aside. Reserve the collected chicken essence from the bowl.

In a separate heatproof bowl, combine the finely chopped scallions, minced ginger, minced garlic, salt, sugar, and white pepper.

Heat the neutral oil in a small saucepan over medium-high heat until it is shimmering and hot (just before it starts to smoke).

Carefully pour the hot oil directly over the ginger and scallion mixture in the heatproof bowl. It will sizzle vigorously. Give it a good stir to combine.

Add the reserved chicken essence, light soy sauce, and sesame oil to the ginger scallion oil mixture. Mix well until all ingredients are thoroughly combined.

Arrange the shredded chicken on a serving platter. Spoon the fragrant ginger scallion oil generously over the chicken. Serve immediately with hot steaming rice.
