Place the cubed beef in a large bowl. Add 1 tablespoon of salt and pour in enough water to completely cover the beef. Let it soak for 10 minutes to help remove any odor and tenderize the meat.

Drain the beef and add it directly to a large pan or Dutch oven over medium-high heat. Stir fry the beef until all the water has evaporated and the beef starts to brown slightly.

Add the scallions, ginger, star anise, bay leaves, and dried chili peppers to the pan with the beef. Stir to combine.

Add the rock sugar, light soy sauce, dark soy sauce, remaining salt, chicken essence, and oyster sauce to the pan. Stir well to coat the beef.

Add 1 tablespoon of soybean paste to the mixture. Continue to stir fry over low heat for 3-5 minutes until the spices become fragrant.

Pour in enough boiling water to fully cover the beef. Bring the mixture to a boil, then reduce the heat to low, cover the pan, and simmer for 40 minutes.

Add the potato chunks to the pan, stir gently, and continue to simmer, covered, for an additional 10 minutes, or until the potatoes are tender.

Stir in the chopped garlic chives just before serving. Serve hot and enjoy the tender and flavorful braised beef.
