In a large bowl, combine the beef with ginger garlic paste, green chili paste, yogurt, salt, white pepper, cumin powder, coriander powder, garam masala powder, and lemon juice.

Mix all ingredients thoroughly until the beef is well coated. Let the beef marinate for 30 minutes. During this time, soak the Basmati rice in water.

Heat oil in a large pot or karahi over medium heat. Add the sliced onions and fry until they turn golden brown, about 8-10 minutes.

Add the marinated beef to the pot with the fried onions. Introduce the whole spices: cinnamon sticks, cardamom pods, cloves, black peppercorns, star anise, and bay leaves.

Mix everything well and cook for 5 minutes, stirring occasionally.

Pour in 1 cup of water. Cover the pot and cook on low to medium heat until the beef is tender and the liquid has reduced. This will take approximately 30-40 minutes, depending on the beef.

Once the beef is tender, add the whole, slit green chillies and cook for another 2-3 minutes. The beef curry is now ready.

While the beef is cooking, in a separate large pot, bring a generous amount of water to a rolling boil. Add 2 tablespoons of salt to the boiling water.

Drain the soaked Basmati rice and add it to the boiling water. Boil the rice until it is approximately 70% cooked (it should be slightly firm but not hard). This usually takes about 5-7 minutes.

Drain the water from the rice and set aside.

In a clean, heavy-bottomed pot, spread a layer of the cooked beef curry at the bottom.

Carefully layer the 70% cooked Basmati rice over the beef curry.

Drizzle ghee evenly over the rice layer. Sprinkle fried onions, chopped mint leaves, and chopped coriander leaves over the rice.

Drizzle kewra water and pour milk over the layers.

Cover the pot tightly with a lid (you can use dough or foil to seal it) and cook on a very low flame for 15-20 minutes for "dum" (steam cooking), allowing the flavors to meld and the rice to fully cook.

Once the dum cooking is complete, gently mix the Beef White Biryani from bottom to top before serving.

Serve hot.
