Heat the vegetable oil in a large skillet or wok over medium-high heat until shimmering.

Add the minced garlic to the hot oil and sauté for 30 seconds until fragrant, being careful not to burn it.

Add the ground beef to the skillet. Break it apart with a spatula and spread it into an even layer. Let the beef sit undisturbed for 2 minutes to allow it to brown and develop a crust.

After 2 minutes, stir the ground beef and continue to cook, breaking it into smaller pieces, for another 2-3 minutes until it is mostly cooked through and no longer pink.

Drain any excess fat from the skillet, if desired. Add the dark soy sauce, light soy sauce, and granulated sugar to the cooked ground beef.

Stir well to combine all ingredients. Continue to cook and stir for 3-4 minutes, allowing the sauce to thicken and coat the beef.

Serve the Mongolian ground beef immediately over freshly cooked white rice.

Optionally, garnish with sesame seeds and chopped scallions. For an extra hearty meal, serve with a fried egg on the side or placed on top of the beef and rice.
