Bring a large pot of salted water to a boil. Add the spaghetti and cook according to package instructions until al dente, about 8-10 minutes.
While the pasta is cooking, heat olive oil in a large skillet over medium heat. Add the sliced garlic and sauté until golden brown, about 2 minutes. Do not burn the garlic.
Add red pepper flakes to the skillet and stir for 30 seconds. Remove the skillet from heat.
Reserve 1 cup of pasta water, then drain the spaghetti and add it to the skillet with the garlic oil. Toss to coat the pasta.
Add the reserved pasta water gradually until the desired consistency is reached. Stir in chopped parsley, grated Parmesan, salt, and black pepper.
Serve immediately, garnished with additional Parmesan and parsley if desired.
