In a heavy-bottomed pan, add the finely chopped garlic, chopped onion, crushed coriander stems, bay leaf, star anise, cinnamon stick, cloves, and black peppercorns. Pour the neutral oil over all these ingredients, ensuring they are submerged.

Place the pan with the aromatics and oil on the smallest stove burner and set the heat to the lowest possible setting. Slowly cook for 15 to 20 minutes, allowing the flavors to gently infuse into the oil and the aromatics to brown without burning.

Once the aromatics have browned and the oil is fragrant, carefully strain the oil mixture through a fine-mesh sieve into a separate heat-proof container. Discard the whole aromatics (coriander stems, bay leaf, star anise, cinnamon, cloves, black pepper). The browned onion and garlic should remain in the infused oil.

While the infused oil (containing the browned onion and garlic) is still hot, carefully pour it over the prepared spice and seasoning mixture in the bowl. The hot oil will sizzle upon contact, toasting the spices and enhancing their aroma and flavor.

Immediately stir the mixture vigorously with a spoon or whisk to thoroughly combine all the ingredients and ensure the spices are evenly distributed in the oil.

Allow the homemade chili oil to cool completely to room temperature before transferring it to an airtight container. Store in a cool, dark place. It can be used on various dishes as a condiment.
