Preheat your oven to 350°F. Grease and flour a 9x13 inch baking pan.

In a large bowl, whisk together the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking soda, baking powder, and salt.

Add the milk, vegetable oil, large egg, and vanilla extract to the dry ingredients. Beat with an electric mixer on medium speed until just combined, about 2 minutes.

Carefully stir in the boiling water until the batter is smooth. The batter will be thin.

Pour the batter into the prepared baking pan. Bake for 12-15 minutes, or until a wooden skewer inserted into the center comes out with moist crumbs. Do not overbake, as we want a very moist, almost pudding-like consistency for the 'soup'.

While the cake is baking, prepare the chocolate ganache. In a microwave-safe bowl, heat the heavy cream until it just begins to simmer (about 1-2 minutes). Add the semi-sweet chocolate chips to the hot cream and let sit for 5 minutes. Whisk until smooth and glossy.

Once the cake is baked, remove it from the oven. While still warm, use a large spoon or ice cream scoop to scoop portions of the warm cake into individual serving bowls. The cake should be soft and almost fall apart, resembling a thick soup.

Drizzle each serving generously with the warm chocolate ganache. Top with a dollop of whipped cream and a sprinkle of chocolate shavings.
