In a medium bowl, combine the finely chopped shrimp, softened cream cheese, sliced green onions, garlic powder, and soy sauce. Mix well until all ingredients are evenly distributed.

Lay out a wonton wrapper on a clean surface. Place about 1 teaspoon of the shrimp and cheese filling in the center of the wrapper.
