Preheat your oven to 180°C (350°F). Line a square baking dish with parchment paper, leaving an overhang on the sides to easily lift the brownies out later.

In a large mixing bowl, combine the oat flour, cacao powder, baking powder, and salt. Whisk these dry ingredients together thoroughly until they are well combined and there are no lumps.

In a separate medium-sized bowl, add the maple syrup, almond milk, melted coconut oil, and vanilla extract. Whisk these wet ingredients together until the mixture is smooth and well incorporated.

Pour the wet ingredient mixture into the bowl containing the dry ingredients. Using a spatula, gently mix until just combined. Be careful not to overmix, as this can lead to tough brownies.

Fold in the chocolate chips into the brownie batter until they are evenly distributed.

Pour the brownie batter into the prepared square baking dish and spread it evenly with your spatula.

Bake the brownies in the preheated oven for 20-25 minutes, or until a toothpick inserted into the center comes out with moist crumbs, but not wet batter.
