Generously season the beef stew meat chunks with 1 teaspoon of salt and 1/2 teaspoon of black pepper.

Heat 2 tablespoons of vegetable oil in a large heavy-bottomed pot or Dutch oven over medium-high heat. Add the seasoned beef chunks and sear them until browned on all sides. Do this in batches if necessary to avoid overcrowding the pot, ensuring a good sear.

Once the beef is seared, remove it from the pot and set aside. Add the diced onion, red bell pepper, and green bell pepper to the pot. Sauté the vegetables for 5 minutes until they begin to soften.

Add the minced garlic cloves to the pot and cook for 1 minute more, stirring occasionally until fragrant.

Pour in the 1/2 cup of dry cooking wine to deglaze the pan, scraping any browned bits from the bottom of the pot with a wooden spoon. Allow the wine to simmer for 1-2 minutes to reduce slightly.

Stir in the 8 ounces of tomato sauce, 1 teaspoon of dried oregano, 1 teaspoon of cumin, 1 teaspoon of paprika, and the 2 bay leaves. Mix well to combine all ingredients.

Return the seared beef to the pot. Add the 2 cups of beef broth or water. Stir the mixture and season with additional salt and pepper to taste if needed.

Bring the mixture to a boil, then reduce the heat to low, cover the pot, and simmer for 1 hour, stirring occasionally to prevent sticking.

After 1 hour, remove the lid and add the 1 1/2 pounds of diced potatoes to the stew. Stir gently to submerge the potatoes.

Cover the pot again and continue to simmer for an additional 20-30 minutes, or until the potatoes are tender when pierced with a fork and the beef is very tender.

Remove the bay leaves before serving. Serve the finished Carne con Papas warm, perhaps with white rice or crusty bread.
