Cut the block of pork belly into strips. Place the pork belly strips into a pot. Add water to the pot, ensuring the pork belly is submerged. Add several slices of ginger and some chopped green onions to the pot. Bring the water to a boil on the stove and par-cook the pork belly for about 10-15 minutes until slightly tender. Drain the pork belly from the pot and pat it dry with paper towels. Cut the par-cooked pork belly strips into large cubes.

Heat a small amount of oil in a pan on the stove over medium-high heat. Place the pork belly cubes into the hot pan and sear on all sides until they are golden brown, about 5-7 minutes. Remove the seared pork belly cubes from the pan and set them aside.

In the same pan used for searing (without cleaning), add a small amount of sugar (brown or rock sugar recommended). Melt the sugar over medium heat, stirring constantly, until it caramelizes to a rich amber color. Add the crushed garlic and additional slices of ginger to the caramel in the pan and sauté briefly, about 30 seconds, until fragrant. Add a generous amount of soy sauce (start with dark soy sauce for color, then add general soy sauce for flavor) to the pan. Add a squeeze of oyster sauce. Add water to the sauce mixture and bring it to a simmer.

Place the seared pork belly cubes into the pot of a rice cooker. Pour the simmering sauce directly over the pork belly in the rice cooker. Add the uncooked rice to the rice cooker pot, distributing it evenly among the pork belly and sauce. Add additional water to the rice cooker to reach the appropriate water level for cooking the rice (typically indicated by lines inside the rice cooker pot). Close the rice cooker and cook for 45 minutes using the standard rice cooking cycle.

Once the rice cooker cycle is complete, open the lid. Garnish the cooked pork belly and rice with fresh chopped green onions. Serve the dish hot.
