In a large mixing bowl or rectangular dish, combine all the marinade ingredients: neutral oil, lemon juice, red chili flakes, paprika, freshly ground black pepper, kosher salt, minced garlic, chopped fresh cilantro, dark soy sauce, and white vinegar.

Whisk or stir the ingredients thoroughly until well combined, forming a cohesive marinade.

Add the chicken quarters (or chicken breasts) to the marinade in the dish.

Using your hands or tongs, ensure each piece of chicken is completely coated with the marinade. Rub the marinade into all surfaces of the chicken.
