In a medium bowl, combine the creamy peanut butter, soy sauce, 2 tablespoons of chili oil, the juice from 1/2 a lime, and the 2 peeled garlic cloves. Add 1/4 cup of water.

Using an immersion blender, blend the mixture until it is completely smooth and creamy. If the sauce is too thick, add additional water, 1 tablespoon at a time, until your desired consistency is reached. Set aside.

Arrange the frozen soup dumplings in a single layer in a steamer basket. Ensure there is enough space between them to prevent sticking.

Place the steamer basket over a pot of boiling water, ensuring the water does not touch the bottom of the basket. Cover with a lid and steam the dumplings for 10 minutes, or until they are hot and cooked through.

While the dumplings are steaming, chop the scallions and peanuts for garnish.

Once the dumplings are steamed, carefully transfer them to a serving bowl. Pour the prepared spicy peanut sauce generously over the dumplings.
