In a medium bowl, whisk together the soy sauce, oyster sauce, rice vinegar, brown sugar, sesame oil, minced garlic, and grated ginger. In a separate small bowl, dissolve the cornstarch in the cold water to create a slurry. Set both aside.

Cook the lo mein or ramen noodles according to package directions. Drain well and set aside.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the sliced beef in a single layer and cook for 2-3 minutes per side, until browned. Do not overcrowd the pan; cook in batches if necessary. Remove the beef from the skillet and set aside.

Add the remaining 1 tablespoon of vegetable oil to the skillet. Add the broccoli florets and stir-fry for 3-5 minutes, until tender-crisp. If desired, add 1-2 tablespoons of water and cover for 1-2 minutes to steam the broccoli slightly.

Return the cooked beef to the skillet with the broccoli. Give the prepared sauce a quick whisk, then pour it over the beef and broccoli. Stir well to coat. Add the cornstarch slurry and cook, stirring constantly, until the sauce thickens, about 1-2 minutes.

Add the cooked noodles to the skillet. Toss everything together until the noodles are thoroughly coated with the sauce and all ingredients are well combined and heated through.

Serve immediately, garnished with toasted sesame seeds and sliced green onions, if using.
