Prepare an ice bath by filling a large bowl with ice and water. Set aside.

Bring a pot of salted water to a rolling boil. Add the trimmed green beans and blanch for 2-3 minutes, until they are bright green and tender-crisp. Do not overcook.

Immediately drain the blanched green beans and plunge them into the prepared ice bath to stop the cooking process. Let them cool for about 5 minutes, then drain thoroughly and pat them dry with paper towels.

In a small bowl, whisk together the soy sauce, oyster sauce, sesame oil, sugar, and white pepper to create the sauce. Set aside.

Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the minced garlic and stir-fry for about 30 seconds until fragrant, being careful not to burn it.

Add the dried green beans to the skillet. Pour the prepared sauce over the green beans. Toss everything together to coat the beans evenly.

Continue to stir-fry for another 2-3 minutes, allowing the sauce to thicken slightly and the flavors to meld. Serve immediately.
