Take the chicken wings and make two diagonal cuts on each side of every wing to allow for better marination.

Place the cut chicken wings in a bowl. Add the sliced garlic cloves and ginger slices. Then, add the light soy sauce, oyster sauce, cooking wine, salt, sugar, and starch. Mix all ingredients thoroughly by hand until the chicken wings are well coated.

Take the tomatoes and cut them into small, bite-sized pieces.

Place the uncooked rice evenly at the bottom of a rice cooker pot.

Arrange the marinated chicken wings on top of the rice in the rice cooker. Evenly spread the diced tomatoes over the chicken wings.

Pour in the water.

Close the lid of the rice cooker and press the "cooking" button (or activate the "cook" function). The cooking time will vary depending on your rice cooker model, typically around 25-30 minutes.

Once the rice cooker finishes cooking, open the lid. Stir all the ingredients evenly within the pot. Transfer the cooked chicken and rice mixture to a serving dish. Garnish with finely chopped green onions before serving.
