In a medium bowl, combine the sliced beef with 1 tablespoon of soy sauce. In a small separate bowl, whisk together 1 tablespoon of cornstarch and 2 tablespoons of water to create a slurry. Add the cornstarch slurry to the beef and mix well to coat. Let the beef marinate for 10 minutes.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Once hot, add the marinated beef in a single layer, being careful not to overcrowd the pan. Sear the beef until it is browned on all sides, about 3-5 minutes. Remove the seared beef from the pan and set it aside.

In the same pan, add the minced garlic and minced ginger. Sauté for about 30 seconds to 1 minute, until fragrant.

Add the sliced onion, julienned carrot, sliced green bell pepper, and sliced red bell pepper to the pan. Stir-fry for 2-3 minutes until the vegetables are slightly tender-crisp.

Return the seared beef to the pan with the vegetables.

Remove the pan from the heat. Drizzle with 1 tablespoon of sesame oil, then garnish with sesame seeds and sliced spring onions. Serve hot, perhaps with steamed rice.
