In a medium saucepan, combine the water, sliced ginger, cinnamon stick, crushed cardamom pods, whole cloves, and black peppercorns. Bring the mixture to a boil over medium-high heat.

Once boiling, reduce the heat to medium-low and simmer for 5 minutes, allowing the spices to infuse the water.

Add the whole milk and black tea bags (or loose leaf tea) to the saucepan. Increase the heat slightly and bring the mixture to a gentle boil, stirring occasionally to prevent the milk from scorching.

Once it reaches a gentle boil, reduce the heat to low and simmer for another 2-3 minutes, allowing the tea to steep and the flavors to meld. Be careful not to let it boil over.

Remove the saucepan from the heat. Stir in the granulated sugar, adjusting the amount to your preferred sweetness.

Strain the chai through a fine-mesh sieve into a heatproof pitcher or directly into serving mugs, discarding the tea bags and spices.
