Rub the whole chicken generously with 1/4 cup of salt, ensuring all surfaces are covered.

Rinse the chicken thoroughly under cold running water until all excess salt is removed and the chicken is clean.

Stuff the cavity of the chicken with the sliced ginger and whole scallions.

Place the prepared chicken into the rice cooker pot. Add enough water to cover the chicken approximately halfway up.

Close the rice cooker and cook the chicken on the "white rice" setting. This will take approximately 40-45 minutes, depending on your rice cooker and chicken size.

While the chicken is cooking, finely chop the ginger and garlic for the rice.

Heat 2 tablespoons of oil in a separate pot or saucepan over medium heat. Add the chopped ginger and garlic and sauté until fragrant, about 1-2 minutes.

Add 1 cup of rice to the pot with the aromatics and sauté briefly for about 1 minute, stirring to coat the rice.

Add 1 cup of water to the rice mixture and season with salt to taste. Bring to a gentle simmer.

Once the chicken is done cooking, carefully remove it from the rice cooker. Immediately place the hot chicken into a large bowl filled with ice water for 10 minutes. This helps to stop the cooking process and create a smooth skin.

While the chicken is in the ice bath, transfer the rice mixture from the saucepan to a clean rice cooker pot (or use the same rice cooker after removing the chicken and cleaning it). Cook the rice on the "white rice" setting.

After the ice bath, remove the chicken, pat it dry with paper towels, and chop it into serving pieces.

Serve the chopped chicken alongside the fluffy cooked rice. Garnish with sliced cucumber and fresh cilantro.
