Add the sliced beef sirloin or flank steak, sliced red bell pepper, sliced green bell pepper, and sliced onion into the crockpot.

Sprinkle the garlic powder, onion powder, salt, and black pepper evenly over the ingredients in the crockpot.

Stir in the minced garlic, brown sugar, Worcestershire sauce, soy sauce, and beef broth. Mix all ingredients thoroughly until well combined.

Cover the crockpot with its lid. Cook on LOW for 5 to 6 hours or on HIGH for 2 1/2 to 3 hours, until the steak is tender.

Once the steak is tender, prepare the cornstarch slurry by whisking together the cornstarch and water in a small bowl. Remove the lid from the crockpot and stir the slurry into the pepper steak mixture.

Cover the crockpot again and continue to cook for an additional 10 to 15 minutes, or until the sauce has thickened to your desired consistency.
