Heat olive oil in a large pot or Dutch oven over medium-high heat. Add ground beef and cook, breaking it up with a spoon, until browned and no pink remains, about 5-7 minutes. Drain any excess fat.

Add chopped onion to the pot with the beef and cook until softened, about 5 minutes. Stir in minced garlic and cook for another 1 minute until fragrant.

Stir in the crushed tomatoes, tomato paste, dried oregano, dried basil, salt, and black pepper. Pour in the beef broth. Bring the sauce to a simmer, then reduce heat to low, cover, and let it gently simmer for at least 20 minutes, or up to 30 minutes, stirring occasionally. This allows the flavors to meld.

While the sauce is simmering, bring a large pot of salted water to a rolling boil. Add the penne pasta and cook according to package directions until al dente, usually 10-12 minutes.

Drain the cooked penne pasta. You can either add the pasta directly to the meat sauce and toss to combine, or serve the sauce over individual portions of pasta.

Serve hot, garnished with grated Parmesan cheese and fresh chopped parsley, if desired.
