In a large mixing bowl, combine the ground beef, crumbled tofu, chopped green onions, chopped cabbage, minced garlic, and grated ginger.

Add the soy sauce, sugar, sake, sesame oil, and black pepper to the filling mixture.

Thoroughly mix all the filling ingredients until they are well combined and uniform.

Pour 150 ml of water into the bottom of a pan suitable for steaming and layering (e.g., a rectangular or square baking dish).

Arrange a single layer of gyoza wrappers over the water in the bottom of the pan, slightly overlapping if necessary.

Spread an even layer of the prepared dumpling filling over the gyoza wrappers.

Continue layering gyoza wrappers and filling, alternating between the two, until all the filling is used. Ensure the final layer on top is gyoza wrappers.

Carefully place the pan into a steamer. Steam on medium heat for approximately 20 minutes, or until the dish is thoroughly cooked and the gyoza wrappers are tender.

Once cooked, remove the Galbi Soup Dumpling “Lasagna” from the steamer. Garnish generously with fresh scallions before slicing and serving.
