In a medium bowl, whisk together the glutinous rice flour, cornstarch, and granulated sugar until well combined.

Gradually add the water to the dry ingredients, whisking continuously to form a smooth batter. Stir in the vegetable oil.

Pour the mochi batter into a heatproof dish (such as a glass pie plate or an 8x8 inch baking dish). Cover the dish tightly with plastic wrap, leaving a small vent for steam to escape, or use a lid if available.

Steam the mochi batter over high heat for 15-20 minutes, or until the dough is translucent and firm to the touch. You can also microwave it on high for 3-5 minutes, stirring halfway through, until cooked.

Carefully remove the steamed mochi from the steamer or microwave. Let it cool slightly in the dish for about 10 minutes.

While the mochi cools, prepare the brown sugar syrup. In a small saucepan, combine the dark brown sugar and water. Bring to a simmer over medium heat, stirring until the sugar is completely dissolved. Continue to simmer for 2-3 minutes until the syrup slightly thickens. Remove from heat and let cool.

Lightly oil a clean work surface or a cutting board. Transfer the warm mochi dough onto the oiled surface. Using an oiled spatula or knife, cut the mochi into bite-sized pieces, about 1-inch cubes.

Allow the mochi pieces to cool completely at room temperature for at least 30 minutes to an hour. This helps them firm up and become less sticky.

Arrange the cooled mochi pieces on a serving plate. Drizzle generously with the prepared brown sugar syrup. If desired, sprinkle with roasted crushed peanuts and toasted sesame seeds.
